I noticed that the page titles (ie browser tab titles) were incorrect for CTA pages, and set out to fix it, but the code I had written to prepare the data for element pages was hard to understand, difficult to follow, and error prone

This pr refactors that file, to hopefully make it make sense. Please! Make it make sense!

What I did

  1. Refactor the function which produces the 11ty data for element pages. It should be slightly more performant and much easier to read and understand now.
  2. changed the page titles (i.e. browser tab titles) for element pages.

Testing Instructions

check that each element page and subpage is correctly linked to from the side nav and from the page tabs.
